Three demands worth over Rs. 352.56 cr passed

IMPHAL, Jul 26 : Out of three more demands that were passed on Friday, two demands were passed on voice vote following the stand of the opposition bench who moved the cut motion remained adamant on their cut motions. The demands passed were for Rs. 352,56,30,000 crore, as demands for grants for fiscal year 2008-2009.
The demands passed by the House include Consumer Affairs Food and Public Distirbution incurring Rs. 11,59,31,000 crore, Rs. 337,31,84,000 crore for Power and Rs. 3,65,15,000 crore for Stationery and Printing.
Out of the three demands, cut motions were moved by the opposition bench on Consumer Affairs, Food and Public Distribution and Power. However, no motion of cut was moved on the demands for Stationery and Printing. A motion for disapproval of policy cut was moved by NCP MLA, Radhabinod Koijam on Consumer Affairs, Food and Public Distribution, on account of failure to properly implement of public distribution system, failure to check pilferage of PDS items, failure to check manipulation in issues of BPL and AAY cards and failure to check huge corruption in the department.
A motion for economy cut was also moved by Dr. Ng Bijoy and Dr. I Ibohalbi on the same demand on account of absolute mal-administration of the department and inability to make the share of rice and SK oil reach the people.
On the other hand, a motion for disapproval of policy cut on the demand for Power was moved by Radhabinod Koijam, senior oppostion MLA, O Joy Singh, and Morung Makunga on account of failure to take immediate measures to bridge the gap between demand and supply of power in the state, failure to work out a system of revenue collection of the department, failure to control or reduce transmission loss of power, failure to check unauthorized connection, failure to implement RGGVY, failure to formulate an effective policy to provide adequate power supply to the people by the department, regular supply of power and lack of proper management and motion for economy cut was also moved on demand for power by Dr. Ng. Bijoy on account of inability to supply power to meet the needs of the people of the state.
After a lengthy discussion and debate from both the benches, and clarification from the concerned minister, the opposition bench failed to withdraw their cut motions on Consumer Affair, Food and Public Distribution and Power following which a voice vote was initiated by the Speaker and defeated the cut motion by the opposition bench and passed the demands.
During the Friday session, end of the discussion and voting on demands for grants excess grants for the year 2002 to 2007 were also passed and besides that six bills were also introduced by the chief minister which included the Manipur Appropriation Bill (No.3), 2009, Manipur Appropriation (No.4) Bill 2009, Manipur Appropriation (No.5) Bill, 2009, Manipur Appropriation (No.6), Bill, 2009, Manipur Appropriation (No.7), Bill, 2009, Manipur Appropriation (No.8), Bill, 2009.
